As mentioned above, when you enable diagnostic data collection and tailored experiences in Windows, Microsoft uses your device’s diagnostic data to offer you personalized tips, ads, and recommendations to enhance Microsoft experiences. Below is how to enable or disable it. Windows 11 has a centralized location for the majority of its settings. From system configurations to creating new users and updating Windows, all can be done from its System Settings pane. To get to System Settings, you can use the Windows key + I shortcut or click on Start ==> Settings as shown in the image below: Alternatively, you can use the search box on the taskbar and search for Settings. Then select to open it. Windows Settings pane should look similar to the image below. In Windows Settings, click Privacy & Security, then select the Diagnostics & feedback tile on the right pane as highlighted in the image below. On the Privacy & security > Diagnostics & feedback settings pane, select Tailored experiences to expand. Then toggle the On and Off switch to enable or disable Tailored experiences in Windows 11. Alternatively, open Local Group Policy Editor by clicking on the Start Menu and searching for Edit group policy as highlighted below. Under Best match, select Edit group policy to launch Local Group Policy Editor. In the left pane of Local Group Policy Editor, expand the tree:  In the Cloud Content details pane on the right, locate and double-click the setting Do not use diagnostic data for tailored experiences. In the Do no use diagnostic data for tailored experiences setting window, set the option to Enabled or Disabled. Select OK. Close Local Group Policy Editor. That should do it!
